Goodison director of football Marcel Brands is putting a package together to tempt Ramsey to Merseyside.

The Wales midfielder will be out of contract and can command a stunning £15million signing-on fee.

He will also get a five-year deal worth £150,000 a week to be the main man in Silva’s midfield.

Ramsey has attracted interest from Liverpool as a long-term successor to James Milner.

Chelsea and Manchester United are also monitoring his situation.

Ramsey, who joined the Gunners from Cardiff in 2008, can talk to foreign clubs in January and is of interest to Juventus.

Italian rivals AC Milan are also keen, with former Arsenal chief executive Ivan Gazidis now at the San Siro having started talks with Ramsey at the Emirates — and knowing the offer on the table.

Ramsey revealed he thought he had agreed a new Gunners deal before they performed a U-turn.

He missed Wales' 1-0 win over Ireland on Tuesday to be with his wife as she gave birth to twins.

Ramsey tweeted: "The twins have finally arrived! Two beautiful boys. Thank you for the kind messages."
