Unai Emery will only be able to sign Yannick Carrasco this summer if the Belgian agrees to take a major pay cut, reports say.
Carrasco was a transfer target for Arsenal in January, but the Gunners could not come to terms with Dalian Yifang over a loan deal.
Barcelona forward Denis Suarez sealed a late move to the Emirates in the last window after Arsenal failed in several loan bids for players.
However, the Daily Express claim Emery is still desperate to sign Carrasco and is eager to resurrect a permanent deal in the summer.
Carrasco is thought to be unhappy in China after swapping Spain’s La Liga for the Chinese Super League a year ago.
The 25-year-old’s move to China stunned many football fans and Arsenal are eager to bring him back to Europe.
Carrasco was open to linking up with Emery, but Arsenal cannot afford to pay his £8.8million-a-year salary.
Emery would need to convince Carrasco to take a financial hit as Arsenal want to cut down on their mammoth wage bill.
Carrasco has impressed in China despite his side struggling, scoring seven times and providing nine assists in 26 appearances.
Serie A duo AC Milan and Inter also want to sign Carrasco and may be able to offer a better wage deal than cash-strapped Arsenal.
Emery does have the option to make Suarez’s loan deal permanent, but is yet to hand the 25-year-old his first start as a Gunner.
As Emery has just £40m to spend this summer, the Arsenal boss may feel £18m is too much to spend on Suarez.
