Suarez is the subject of transfer interest from Arsenal, who are keen to sign him on loan.
The attacker is out of favour at the Nou Camp having played just 17 minutes of league football this season.
But Barcelona are demanding a loan fee and an obligation to sign in Suarez in the summer.
With limited funds to spend, the Gunners are reluctant to pay for Suarez which has led to an impasse.
However, in a potential sign that Barcelona are reluctant to risk any injury to Suarez, he has been left out of the match day squad to play Leganes.
Suarez dropped a major hint that he wants to move to the Premier League by liking a series of Arsenal-related posts on Instagram after they beat Chelsea 2-0 at the Emirates.
He liked a series posts on the social media site including ones from Bleacher Report, Laurent Koscielny and the Premier League all celebrating Arsenal’s win.
With Suarez omitted, manager Ernesto Valverde selected young midfielder Carles Alena in central midfield alongside Sergio Busquets and Arthur.
Another notable absentee from the starting XI is Lionel Messi.
The Argentine is only on the bench alongside Ivan Rakitic, Malcom, and Arturo Vidal.
When asked about Arsenal’s transfer activity following the win over Chelsea on Saturday, Emery said the club was working to sign players.
“The club is working with many situations to help us,” he said.
“I cannot speak about individual players but I know the club is working with different possibilities if they can help us for these next four months.
“I believe they [the club] work and I know it’s a difficult window for the transfer market.
“If one player is coming to help us, I am happy but the club is doing that and I am going to wait.”
