Arsenal could be without midfielder Henrikh Mkhitaryan for their visit to Qarabag in the group stage of the Europa League.
Ongoing conflicts between Azerbaijan and Armenia meant that Mkhitaryan, the captain of the Armenian national team, missed a Europa League tie against Gabala in 2015 because of security concerns when he was at Borussia Dortmund.
The 2019 Europa League final will also be held in Baku.
“It is a standard procedure for UEFA to send letters of support to associations, clubs or embassies in order to obtain visa for players in order to be able to travel to another country and play in UEFA competition matches,” UEFA said.
A territorial dispute over the Nagorno-Karabakh region meant that Azerbaijan and Armenia were unable to fulfill qualifying matches for the 2008 European Championship.
